For attack you can leave the set completely unconnected from roads, but if you want forge points and goods from the Emperor and Zen you need to connect those to roads. Sakura needs to be level 2 for attack, the other buildings can be level 1 or 2 depending on what you want. I'm a big fan of the cherry set for attack, it's especially great for players in lower ages as it gives the same attack in all ages.
